USCIS Announces Second H-1B Lottery for FY 2025

The United States Citizenship and Immigration Services (USCIS) has announced a second lottery for the fiscal year (FY) 2025 H-1B cap in the regular cap category. This additional round of selection will include previously submitted registrations that were not initially selected, providing another opportunity for petitioners to file H-1B cap-subject petitions.
Initial Selection and Filing Period
In March 2024, USCIS conducted the first round of random selection from properly submitted electronic registrations for the FY 2025 H-1B cap. This initial selection included both regular cap applicants and those eligible for the advanced degree exemption, also known as the master’s cap. Petitioners with selected registrations were eligible to file H-1B cap-subject petitions during the initial filing period, which ran from April 1 through June 30, 2024.
Need for Second Selection
USCIS has determined that additional registrations must be selected to meet the FY 2025 regular cap numerical allocation. Therefore, a second random selection process will be conducted soon. This round will include unique beneficiaries from the pool of previously submitted electronic registrations. Petitioners with registrations selected in this second lottery will be notified that they are eligible to file an H-1B cap-subject petition for the beneficiary named in the selected registration.
No Second Selection for Advanced Degree Exemption
USCIS has confirmed that there will not be a second selection for the advanced degree exemption (master’s cap). The initial selection process successfully identified enough eligible registrations to meet the FY 2025 master’s cap numerical allocation.
