U.S. State Department Reduced Dropbox Eligibility to 12 Months

On February 18, 2025, the U.S. Department of State announced a revision to the visa interview waiver (“dropbox”) eligibility criteria for visa renewals. The update, which took effect immediately, resulted in the sudden cancellation of dropbox appointments and the placement of some applicants into administrative processing after submitting their documents. These new restrictions override the expanded eligibility criteria that had been in place since December 21, 2023.
The latest policy change rolls back the expanded Visa Interview Waiver eligibility introduced during the COVID-19 pandemic, reverting to pre-pandemic standards. Now, only applicants renewing a visa in the same nonimmigrant category that expired within the past 12 months qualify for dropbox processing.
Key Changes in Policy
The new rules introduce two significant restrictions that make visa renewal more challenging:
- Shorter Renewal Window – Previously, applicants could use the dropbox option if their visa had expired within the past four years. Now, the eligibility period has been reduced to just 12 months.
- Same Visa Category Requirement – Under the prior policy, applicants who had held any nonimmigrant visa were eligible for dropbox processing. Now, the visa being renewed must be in the same category as the prior visa.
For example, if someone initially entered the U.S. on an F-1 student visa and later transitioned to H-1B status, they will now need to attend an in-person interview to obtain an H-1B visa stamp instead of using dropbox processing.

- H-1B, L-1, and O-1 visa holders who previously relied on dropbox processing to renew their visas without an in-person interview.
